Stephen Vook’s link above isn’t quite right. “August” needs to be abbreviated “Aug”.
Here’s another approach to locating the August 2017 issue:
Go to the July 2017 issue.
Delete the end of the URL: 1707_IFR_July2017.pdf
Replace it with: 1708_IFR_Aug2017.pdf
